WINDOWS DOES NOT RECOGNIZE . -

Hi! I have made a program in VB6 and it works fine. the problem is that on some computers the output is wrong. the system does not recognize "." as decimal separator and "-" as a character when I put it between "". Why is that? I have checked the regional settings and everything is ok there. I have no idea what else I could do? Should I change something in the registry? Where and what? Thank you very much!
